		<description>We need strong leadership more than ever. This is a critical time for the Army, and our own statistics over the past 50 years (1960-2010) tells us why.  An 11% increase in the number of corps, but a 17% decrease in active officers. A 14% increase in senior soldiers but a 49% decline in junior soldiers. A 19% drop in senior local officers, and a whopping 62% decline in YP local officers. In 1960 we had 6.7 soldiers for every 10,000 U.S. residents. In 2010 we only had 3.6 soldiers per 10,000 residents. In 1960 we had more than 4 times as many outposts as we do today.

And there&#039;s much more evidence of serious challenges. My research indicates that most corps programs reflect those same half-century declines in terms of membership and attendances.

Yet, today we have far better buildings, nearly 4 times as many employees, 2 years of officer training compared with 1 year in 1960, more financial resources, etc. 

Yes, it&#039;s time for effective leadership. Our future may well depend on it. Help is available.</description>
